Abstract

ABSTRAK DIEGO SAHALA MALELA NAPITUPULU, IDENTIFIKASI UPAYA PENANGGULANGAN POLUSI UDARA DAN KEBISINGAN PEKERJAAN PROYEK TERHADAP LINGKUNGAN (STUDI KASUS : PROYEK SITU CIRIUNG CITATAH) CIBINONG, BOGOR. Skripsi, Program Studi Pendidikan Teknik Bangunan, Fakultas Teknik, Universitas Negeri Jakarta, Agustus 2020. Penelitian ini bertujuan untuk mengetahui dampak dari Peningkatan Kadar debu dan kebisingan yang dirasakan masyarakat sekitar proyek revitalisasi Situ Ciriung Citatah, Cibinong, Bogor. Penelitian ini menggunakan sub indikator dari dampak peningkatan kadar debu dan kebisingan sebagai cara mengetahui presentase dampak terbesar dan pengaruh dampak dari kebisingan dan peningkatan kadar debu yang dirasakan masyarakat sekitar Situ Ciriung Citatah akibat proyek revitalisasi Situ Ciriung Citatah. Hasil penelitian dibandingkan dengan baku mutu kebisingan berdasarkan Keputusan Menteri Lingkungan Hidup Nomor 48 Tahun 1996 yaitu maksimal sebesar 55 dB, sedangkan Polusi Udara berdasarkan keputusan Kementrian Pekerjaan Umum Tahun 2011. Pertanyaan kuisioner dibuat berdasarkan teori peningkatan kadar debu dan kebisingan, dirangkum dalam butir-butir pertanyan kuisioner guna mendapat data primer di lingkungan masyarakat sekitar Proyek Revitalisasi Situ Ciriung Citatah. Upaya penanggulangan didapat dari jurnal-jurnal penelitian yang berkaitan dengan kebisingan dan peningkatan kadar debu. Hasil dalam penelitian ini menunjukkan dampak peningkatan kadar debu dan kebisingan yang dihasilkan Proyek Revitalisasi Situ Ciriung Citatah ini cenderung dirasakan oleh masyarakat sekitar. Berdasarkan hasil kuesioner 62% masyarakat merasakan gangguan fisiologis, 53% masyarakat merasakan gangguan psikologis dari dampak kadar debu yang ditimbulkan proyek, dan 51% masyarakat mengalami gangguan fisiologis, 79% masyarakat mengalami gangguan psikologis dari dampak kebisingan yang ditimbulkan proyek. Pihak penyelenggara proyek memaparkan dampak yang dihasilkan proyek tersebut di dalam dokumen UKL-UPL, namun upaya penanggulangannya tidak mengurangi dampak secara signifikan. Dari hasil penelitian didapat upaya penanggulangan dampak negatif berdasarkan faktor-faktor penyebabnya yaitu Dust Collection system, wet dust suspression system, airbone dust capture through water sprays, membuat BPB (Bangunan Perdedam Bising), menutup sumber bising, dan memasang vibration absorber. ABSTRACT DIEGO SAHALA MALELA NAPITUPULU, IDENTIFICATION OF EFFORTS TO TACKLE AIR POLLUTION AND NOISE OF PROJECT WORK ON THE ENVIRONMENT (STUDI CASE: PROJECT SITU CIRIUNG CITATAH) CIBINONG, BOGOR. Thesis, Study Program of Building Engineering Education, Faculty of Engineering, Jakarta State University, August 2020. This study aims to determine the impact of increasing levels of dust and noise felt by the community around Situ Ciriung Citatah Revitalization project, Cibinong, Bogor. This study uses a sub-indicator of the impact of increasing dust and noise levels as a way to find out the largest percentage of impact and the effect of the impact of noise and increasing dust levels felt by the community around Situ Ciriung revitalization project.The results of this study are compared with the noise quality standards based on the minister of environment’s decision number 48 of 1996 which is a maximum of 55Db, while air pollution is based on the decision of the ministry of public works in 2011. Questionnaire questions are based on the theory of increasing levels of dust and noise, summarized in the questions of the questionnaire in order to get primary data in the community around the Situ Ciriung Citatah Refitalization Projeect. Countermeasures are obtained from research journals relating to noise and dust levels. The result in this study indicate the impact of increased dust and noise levels produced by the Situ Ciriung Revitaliization Project, which tends to be feelt by the suurrounding community.Based on the result of the questionnaire 62% of people feel physiological disorders,53% of the community feel psychological disturbance from the impact of the dust level caused by the project, and 51% of people have physiological disorders, 79% of the community experinced psychological disturbances from the impact of project-induced noise.The project organizer describes the impact of the project in the UKL-UPL document, however efforts to overcome them do not significantly reduce the impact. From the research result obtained efforts to mitigate negative impacts based on the factors causing them, namely dust collection system, wet dust suspression system, airbone dust capture through water sprays, making BPB, closing noise sources, installing vibration absorbers, and using earplugs.
