Abstract
Kompetensi dan motivasi seorang guru mendukung pengabdiannya dalam bidang Pendidikan. Hal ini terkait dengan pelaksanaan proses belajar mengajar, termasuk di sekolah menengah kejuruan rujukan di Indonesia. Penelitian kualitatif ini bertujuan mengungkap pengelolaan sumber daya manusia di Sekolah Menengah Kejuruan (SMK) rujukan. Dua SMK rujukan di Provinsi Jawa Tengah, yaitu: SMK Pika Semarang dan SMK Katolik Santo Mikael Surakarta sebagai lokus penelitian. Hasil wawancara terstruktur terhadap empat puluh satu orang informan yang dipilih, dianalisis secara komprehensif disertai pengamatan langsung dan studi dokumen yang relevan. Hasilnya disempurnakan melalui trianggulasi terhadap informan dan sumber data. Penelitian ini menemukan fakta bahwa pengelolaan sumber daya manusia di SMK rujukan mampu menghasilkan karakteristik tenaga guru yang profesional. Hal ini berdasar pada kebijakan dan pedoman tertulis, perencanaan strategis, serta proses seleksi yang transparan dan akuntabel. Pembinaan karir guru yang dikelola secara dinamis dan profesional turut mendukung kualitas SDM guru yang ada. Sekolah meningkatkan kualitas sumber daya manusia melalui penyediaan beasiswa bagi guru berprestasi serta penugasan ke berbagai pelatihan, seminar, dan forum lainnya untuk meningkatkan kapasitas dan kompetensi guru. Kegiatan lain, seperti: retret, dilakukan untuk membangun kedisiplinan, kepribadian, dan kerohanian melalui semangat Ignasian. Upaya sekolah untuk mempertahankan tenaga guru dilakukan dengan memelihara kedisplinan dan kesejahteraan guru, termasuk jaminan kesehatan dan jaminan hari tua. Manfaat teoretik penelitian adalah berkontribusi dalam ilmu manajemen pengelolaan sumber daya manusia, khususnya bagi SMK Rujukan. Manfaat praktis berupa masukan rekomendasi bagi pengambil kebijakan pengelola sumber daya manusia di Dinas Pendidikan, Kementerian Pendidikan Kebudayaan Riset dan Teknologi melalui Direktorat Pembinaan SMK dalam pengelolaan sumber daya manusia. Hasil penelitian ini tidak terbatas bagi lokus penelitian tetapi juga berpeluang untuk diterapkan di sekolah lainnya. The competency and motivation of teachers support their service in the field of education. They are related to the implementation of the learning process for students, including in vocational high schools which are references in Indonesia. This qualitative research aims to reveal the process of human resource management in the refereed Vocational High School. There are two referred vocational schools in Central Java Province, SMK Pika in Semarang and SMK Katolik Santo Mikael in Surakarta, which were chosen as the locus of this research. The results of structured interviews from forty-one informants, who were selected by purposive sampling, were analyzed comprehensively that also supported by direct observation and a review of relevant documents. This study found that the management of human resources in refereed vocational schools forms the characteristics teachers as a professional. This is reflected in the written policies and guidelines, strategic planning, and a transparent and accountable selection process. A teacher’s career path that is managed dynamically and professionally also supports the quality of the learning process. The vocational schools improve the quality of human resources by providing scholarships for outstanding teachers and assigning them to some training, seminars, and other forums to increase their capacity and competency as professional teachers. Other activities, such as retreats, are carried out to build discipline, personality, and spirituality through the Ignatian spirit. The schools pay attention to the teacher’s welfare and income, including health insurance and retirement fund, to keep the teachers’ intention. Theoretically, this study contributes to the management science in human resource management, especially for referred vocational schools. Meanwhile, practical benefits are recommendations for human resource management policymakers at the Education Department, Ministry of Education and Culture through the Directorate of Vocational High School Development in human resource management. The reference model is not limited to the locus of research but also possible to be applied in other schools. However, the limitations of this study encourage future research that is expanded to other aspects to enrich the empirical model
