Abstract
Model pelatihan kepemimpinan aparatur saat ini dalam implementasinya masih banyak yang belum seswuai dengan yang diharapkan karena sebagian besar aksi perubahan alumni hanya bertahan sampai pada tingkat capaian jangka pendek atau berhenti saat alumni menjadi peserta termasuk pelatihan kepemimpinan yang dilaksanakan BPSDM Provinsi DKI Jakarta. Penelitian ini fokus pada pengembangan model pelatihan kepemimpinan aparatur dengan melakukan evaluasi pelaksanaan program Pelatihan Kepemimpinan Pengawas (PKP) di lingkungan Pemerintah Daerah DKI Jakarta yang dijalankan oleh BPSDM Provinsi DKI Jakarta untuk mengetahui kesesuaian perancangan, pelaksanaan, dan adanya perubahan perilaku (behavior) dari peserta program PKP. Tujuan umum penelitian ini adalah mengembangkan model pelatihan aparatur dan tujuan rici mengevaluasi (1) perancangan, (2) pelaksanaan, (3) perubahan perilaku, . Untuk menghasilkan sebuah model terlebih dahulu dilakukan evaluasi model pelatihan kepemimpinan yang ada, menggunakan model evaluasi yang berorientasi tujuan (goal based oriented) Tyler dan Kirkpatrick level 3. Data yang dikumpulkan menggunakan metode pengamatan, penyebaran kuesioner dan wawancara mendalam/indepth interview. Hasil penelitian ini adalah (1) adanya kesesuaian perancangan program PKP yang dilakukan BPSDM Provinsi DKI Jakarta dengan ketentuan dalam Peraturan LAN No. 15 Tahun 2019 dan Peraturan Kepala LAN RINo. 1006/K.1/PDP.07/2019, (2) secara umum ada keseuaian pelaksaaan program PKP yang dilakukan BPSDM Provinsi DKI Jakarta dengan Peraturan Kepala LAN No. 6 Tahun 2020 dan Keputusan LAN RI No. 1005/K.1/ PDP.07/2019 walaupun masih ditemukan ketidaksesuaian dalam waktu pelaksanaan dan fasilitas yang disediakan, (3) Adanya perubahan perilaku peserta program PKP yang dilaksanakan oleh BPSDM Provinsi DKI Jakarta berupa peningkatan kemampuan melakukan inovasi, kolaborasi, dan mengoptimalkan potensi sumberdaya internal dan eksternal. Namun demikian, untuk aksi perubahan yang dilaksanakan para alumni di tempat kerjanya pasca pelatihan sebagian besar tidak berlanjut atau terhenti walaupun ada juga yang masih berlanjut. (4) Hasil evaluasi digunakan untuk mengembangkan model pelatihan kepemimpinan aparatur berbasis Corporate University yang menyempurnakan tahap pelaksanaan pada model pelatihan sebelumnya yang hanya 1 tahapan menjadi 3 bagian terintegrasi meliputi structure learning (10%), social learning (20%), dan experiencial learning (70%). The current apparatus leadership training model in its implementation is still not as expected because most alumni change actions only last to the level of short-term achievement or stop when alumni become participants, including leadership training carried out by BPSDM DKI Jakarta Province. This study focuses on developing a model of apparatus leadership training by evaluating the implementation of the Supervisory Leadership Training (PKP) program within the DKI Jakarta Regional Government which is run by the DKI Jakarta Provincial BPSDM to determine the suitability of the design, implementation, and changes in behavior (behavior) of program participants. PKP. The general objective of this research is to develop a model of apparatus training and the purpose of rici is to evaluate (1) design, (2) implementation, (3) behavior change, . To produce a model, an evaluation of the existing leadership training model was first carried out, using the goal-based oriented evaluation model of Tyler and Kirkpatrick level 3. The data were collected using observation methods, distributing questionnaires and in-depth interviews. The results of this study are (1) the suitability of the PKP program design carried out by BPSDM DKI Jakarta Province with the provisions in LAN Regulation No. 15 of 2019 and the Regulation of the Head of LAN RINo. 1006/K.1/PDP.07/2019, (2) in general there is conformity with the implementation of the PKP program carried out by the DKI Jakarta Provincial BPSDM with the Head of LAN Regulation No. 6 of 2020 and LAN RI Decree No. 1005/K.1/PDP.07/2019 although discrepancies were still found in the implementation time and the facilities provided, (3) There was a change in the behavior of the PKP program participants carried out by the DKI Jakarta BPSDM in the form of increasing the ability to innovate, collaborate, and optimize potential internal and external resources. However, for the change actions carried out by alumni in their workplaces after the training, most of them did not continue or stopped although some were still continuing. (4) The results of the evaluation are used to develop a Corporate University-based apparatus leadership training model that refines the implementation stage of the previous training model which only had 1 stage into 3 integrated parts including structure learning (10%), social learning (20%), and experiential learning ( 70%).
