Abstract

Penelitian ini bertujuan untuk menganalisis kesesuaian context, input, process, dan product dalam Program Bimbingan Konsultansi di UPT Pelatihan Pemerintah Provinsi DKI Jakarta guna mengetahui sejauh mana keberhasilan program. Penelitian ini dilakukan pada bulan September 2023 hingga bulan Mei 2024 dengan tempat penelitian di UPT Pelatihan Pemprov DKI Jakarta. Penelitian ini menggunakan pendekatan kualitatif dengan metode evaluatif. Model evaluasi yang digunakan yaitu model evaluasi CIPP yang dikemukakan oleh Stufflebeam. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu observasi, wawancara, dan studi dokumentasi. Dalam penelitian ini, hasil menunjukkan bahwa latar belakang, dasar hukum, dan tujuan Program Bimbingan Konsultansi sudah sesuai dengan pedoman dan kebijakan yang berlaku. Sumber daya manusia yang terlibat dan sasaran program belum sesuai dengan pedoman, akan tetapi pelaksanaannya tetap berjalan dengan baik, kemudian anggaran pembiayaan serta sarana dan prasarana yang tersedia sudah sesuai dengan pedoman yang berlaku. Lalu dapat diketahui bahwa persiapan, pelaksanaan, dan evaluasi pelaksanaan program sudah berjalan sesuai dengan pedoman. Hasil pencapaian program sudah sesuai dengan tujuan program, hal ini dibuktikan dengan peningkatan produktivitas perusahaan peserta. Dengan demikian, penyelenggaraan program Bimbingan Konsultansi tahun 2023 di UPT Pelatihan Pemerintah Provinsi DKI Jakarta sudah menunjukkan hasil yang baik dan berjalan sesuai dengan pedoman penyelenggaraan dan kebijakan yang berlaku.*****This research aims to analyze the suitability of context, input, process, and product in the Consultancy Guidance Program at the DKI Jakarta Provincial Government Training Unit to determine the extent of the program's success. This research was conducted from September 2023 to May 2024 with a research site at the DKI Jakarta Provincial Government Training Unit. This research uses a qualitative approach with evaluative methods. The evaluation model used is the CIPP evaluation model proposed by Stufflebeam. The data collection techniques used in this research are observation, interviews, and documentation studies. In this research, the results show that the background, legal basis, and objectives of the Consultancy Guidance Program are in accordance with applicable guidelines and policies. The human resources involved and the program objectives are not in accordance with the guidelines, but the implementation is still going well, then the financing budget and the available facilities and infrastructure are in accordance with the applicable guidelines. The preparation, implementation, and evaluation of program implementation have been carried out in accordance with the guidelines. The results of the program achievement are in accordance with the program objectives, this is evidenced by the increased productivity of participating companies. Thus, the implementation of the Consultancy Guidance program in 2023 at the DKI Jakarta Provincial Government Training Unit has shown good results and is running in accordance with the implementation guidelines and applicable policies.
