Abstract

Implementasi pendekatan deep learning dalam pembelajaran merupakan salah satu kebijakan strategis yang diperkenalkan melalui Permendikdasmen Nomor 13 Tahun 2025 untuk mendorong pembelajaran yang lebih bermakna, reflektif, dan berpusat pada peserta didik. Namun, implementasi kebijakan tersebut di tingkat sekolah menghadapi berbagai tantangan, terutama terkait kesiapan guru, koordinasi program, serta dukungan organisasi profesi guru. Dalam konteks tersebut, Musyawarah Guru Mata Pelajaran (MGMP) Pendidikan Agama Islam (PAI) memiliki peran penting sebagai wadah pengembangan profesional guru dalam mendukung implementasi pendekatan deep learning. Penelitian ini bertujuan untuk menganalisis manajemen strategi MGMP PAI SMA Jakarta Timur dalam mengimplementasikan pendekatan deep learning pada pembelajaran PAI. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi terhadap pengurus serta anggota MGMP PAI SMA Jakarta Timur. Penelitian ini menggunakan teori manajemen strategi Wheelen dan Hunger yang terdiri atas empat tahapan, yaitu environmental scanning, strategy formulation, strategy implementation, serta evaluation and control. Konsep deep learning digunakan sebagai kerangka untuk memahami implementasi pembelajaran yang menekankan pemahaman mendalam, refleksi, dan penerapan pengetahuan dalam konteks nyata. Hasil penelitian menunjukkan bahwa MGMP PAI SMA Jakarta Timur telah melakukan pemindaian lingkungan dengan mengidentifikasi kekuatan, kelemahan, peluang, dan ancaman yang berkaitan dengan implementasi deep learning. Perumusan strategi dilakukan secara adaptif melalui inisiatif kolektif pengurus dan anggota, meskipun belum didukung oleh dokumen perencanaan strategis yang formal. Implementasi strategi diwujudkan melalui berbagai program, seperti Rakjati (Rabu Aksi Jakarta Timur), pelatihan, workshop dan kolaborasi antarguru, serta pemanfaatan platform digital untuk diseminasi praktik pembelajaran. Namun demikian, keterbatasan anggaran, tingginya beban kerja pengurus, dan belum adanya program kerja formal menjadi kendala utama. Pada aspek evaluasi dan pengendalian, MGMP belum memiliki mekanisme evaluasi internal yang terstruktur sehingga fungsi evaluasi masih banyak bergantung pada pengawas eksternal. Secara keseluruhan, penelitian ini menunjukkan bahwa MGMP PAI SMA Jakarta Timur telah berperan sebagai komunitas praktisi yang adaptif dalam mendukung implementasi deep learning, meskipun penguatan tata kelola strategis masih diperlukan untuk meningkatkan efektivitas dan keberlanjutan program. ***** The implementation of the deep learning approach in education is one of the strategic policies introduced through the Regulation of the Ministry of Primary and Secondary Education (Permendikdasmen) Number 13 of 2025 to foster more meaningful, reflective, and student-centered learning. However, implementing this policy at the school level faces various challenges, particularly regarding teacher readiness, program coordination, and support from professional teacher organizations. In this context, the Islamic Religious Education Subject Teachers' Association (MGMP PAI) plays a vital role as a forum for teacher professional development to support the deep learning approach. This study aims to analyze the strategic management of the Senior High School (SMA) MGMP PAI in East Jakarta in implementing the deep learning approach in Islamic Religious Education. This research employs a qualitative method with a case study approach. Data were gathered through in-depth interviews, observations, and documentation involving the board members and school teacher members of MGMP PAI East Jakarta. The study utilizes Wheelen and Hunger’s strategic management theory, which consists of four stages: environmental scanning, strategy formulation, strategy implementation, and evaluation and control. The concept of deep learning is used as a framework to understand learning implementation that emphasizes deep understanding, reflection, and the application of knowledge in real-world contexts. The results indicate that the Senior High School MGMP PAI East Jakarta has conducted environmental scanning by identifying strengths, weaknesses, opportunities, and threats related to deep learning implementation. Strategy formulation is carried out adaptively through the collective initiative of the board and members, although it is not yet backed by formal strategic planning documents. Strategy implementation is realized through various programs, such as Rakjati (Rabu Aksi Jakarta Timur / East Jakarta Action Wednesday), training sessions, workshops, teacher collaboration, and the utilization of digital platforms for disseminating teaching practices. Nonetheless, budget constraints, high workloads for board members, and the absence of a formal work program remain the primary obstacles. In terms of evaluation and control, the MGMP does not yet possess a structured internal evaluation mechanism, leaving the evaluation function heavily reliant on external supervisors. Overall, this study demonstrates that the MGMP PAI SMA East Jakarta has functioned as an adaptive community of practice in supporting deep learning implementation, though strengthening strategic governance is still required to enhance program effectiveness and sustainability.
