Abstract

Penelitian ini bertujuan untuk mendeskripsikan pemanfaatan aplikasi kearsipan SINDE dalam mendukung kualitas tata kelola arsip di Sekretariat Direktorat Jenderal Pendidikan Tinggi berdasarkan prinsip-prinsip pengelolaan arsip dalam ISO 15489-1:2016, mengidentifikasi tantangan yang dihadapi dalam pemanfaatannya, serta mendeskripsikan solusi yang diterapkan untuk mengatasi tantangan tersebut. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus. Informan penelitian berjumlah tiga orang yang terdiri atas dua informan kunci, yaitu Arsiparis Ahli dan Sekretaris Direktorat Jenderal Pendidikan Tinggi, serta satu informan pendukung, yaitu Staf Hukum dan Tata Kelola. Informan dipilih secara purposive karena memiliki keterlibatan langsung, pengalaman, dan pengetahuan dalam pemanfaatan aplikasi kearsipan SINDE serta pengelolaan arsip di lingkungan Sekretariat Direktorat Jenderal Pendidikan Tinggi. Data dikumpulkan melalui wawancara, observasi, dan studi dokumentasi, kemudian dianalisis menggunakan model Miles, Huberman, dan Saldana dengan bantuan perangkat lunak NVivo 12 untuk mendukung proses pengelompokan, pengkodean, dan analisis data. Hasil penelitian menunjukkan bahwa pemanfaatan aplikasi kearsipan SINDE telah mendukung pengelolaan arsip berdasarkan prinsip autentisitas, keandalan, integritas, dan keterpakaian sebagaimana diatur dalam ISO 15489-1:2016. Tantangan yang ditemukan meliputi keterbatasan literasi digital sebagian pegawai, beban kerja ganda selama masa transisi, proses birokrasi yang masih berjenjang, serta kendala teknis seperti jaringan internet yang tidak stabil, batas ukuran unggahan dokumen, dan penanganan gangguan sistem yang terpusat. Untuk mengatasi tantangan tersebut, instansi menerapkan bimbingan teknis dan sosialisasi secara berkala, pendampingan melalui admin unit, prosedur penomoran manual saat sistem mengalami gangguan, serta pemanfaatan dashboard statistik sebagai bahan evaluasi penggunaan aplikasi. Berdasarkan temuan penelitian, direkomendasikan agar Sekretariat Direktorat Jenderal Pendidikan Tinggi terus meningkatkan kompetensi pengguna melalui pelatihan yang berkelanjutan, memperkuat evaluasi pemanfaatan aplikasi secara berkala, serta melakukan pengembangan sistem bersama pengelola aplikasi guna mendukung kualitas tata kelola arsip yang lebih optimal. ***** This study aims to describe the use of the SINDE archiving application in supporting the quality of records management at the Secretariat of the Directorate General of Higher Education based on the records management principles in ISO 15489-1:2016, identify the challenges faced in its implementation, and describe the solutions implemented to address those challenges. The study employed a qualitative approach using the case study method. There were three research informants: two key informants—a Senior Archivist and the Secretary of the Directorate General of Higher Education—and one supporting informant—a Legal and Governance Staff member. Informants were selected through purposive sampling because they had direct involvement, experience, and knowledge regarding the use of the SINDE archival application and records management within the Secretariat of the Directorate General of Higher Education. Data were collected through interviews, observations, and document reviews, then analyzed using the Miles, Huberman, and Saldana model with the assistance of NVivo 12 software to support the processes of data grouping, coding, and analysis. The research results indicate that the use of the SINDE archival application has supported records management based on the principles of authenticity, reliability, integrity, and usability as stipulated in ISO 15489-1:2016. Challenges encountered include limited digital literacy among some employees, a double workload during the transition period, a bureaucratic process that remains hierarchical, and technical obstacles such as an unstable internet connection, document upload size limits, and centralized handling of system disruptions. To address these challenges, the agency implemented periodic technical guidance and outreach sessions, support through unit administrators, manual numbering procedures during system outages, and the use of a statistics dashboard to evaluate application usage. Based on the research findings, it is recommended that the Secretariat of the Directorate General of Higher Education continue to enhance user competencies through ongoing training, strengthen periodic evaluations of the application’s utilization, and collaborate with application administrators on system development to support more optimal records management.
