Abstract
Penelitian ini bertujuan pertama, menghasilkan produk inovasi model kebijakan Sekolah Ramah Anak. Kedua, mengevaluasi kesesuaian (congruency) antara harapan dengan implementasi kebijakan Sekolah Ramah Anak (SRA) di kota Depok semenjak dari tahapan persiapan (antecedent), proses penyelenggaraan (transaction) dan hasil (outcomes) kebijakan Sekolah Ramah Anak di tingkat sekolah. Ketiga, kebijakan Sekolah Ramah Anak kota Depok model penelitian evaluasi menggunakan Stake’s Countenance Model. Data dikumpulkan dengan wawancara tokoh pengambil kebijakan, observasi lapangan ke 31 (tiga puluh satu) SD di Kota Depok dan pengambilan data evaluasi kepada 183 (seratus delapan puluh tiga) responden yang terdiri dari kepala sekolah, guru, tenaga kependidikan, siswa dan orang tua siswa. Pemilihan sekolah dilakukan dengan cara simple random sampling demikian juga pemilihan guru, tenaga kependidikan, siswa dan orang tua siswa dilakukan dengan acak random sampling. Hasil penelitian disimpulkan bahwa model kebijakan Sekolah Ramah Anak di kota Depok belum berjalan efisien dan efektif. Congruency antara intens value dengan observation value pada antacedent analysis unit negatif, congruency antara intens value dengan observation value pada transaction analysis unit negatif, dan congruency antara intens value dengan observation value pada outcome analysis unit positif. Contingency implementasi antecedent dengan transaction positif, contingency implementasi antecedent dengan outcome negative, contingency implementasi transaction dengan outcome negative. The objective of study, the first, produce innovative products for the Child Friendly School Model. Second, evaluation the congruence between expectation with the implementation of the Child Freandly Shool Policy in the city of Depok sice the stage antecedent, transaction, an the outcomes of Child Frieandly Shool Policy at the school level. Third, Depok city Child Freandly School policy evaluation research model using the Stake’s Countenance Model. Data were collected by interviewing policy makers, field observations to 31 (thirty one) SD in Depok City and taking evaluation data to 183 (one hundred eighty three) respondents consisting of school principals, teachers, education personnel, students and parents of students. School selection is done by simple random sampling as well as the selection of teachers, education personnel, students and parents of students is done by random sampling. The results of the study concluded that the Child Friendly School Policy Model in the city of Depok has not run efficiently and effectively. Congruency between intens evolue with observation value on negative unit antacedent analysis, congruency between intens evolue and observation value on negative transaction analysis unit, and congruency between intense volue and observation value on positive unit analysis outcome. Contingency implementation of antecedents with positive transactions, contingency of implementation of antecedents with negative outcomes, contingency implementation of transactions with negative outcomes.
