Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi dari Program Diklat Mediator Hubungan Industrial di Pusat Pengembangan SDM (PPSDM) Ketenagakerjaan. Penelitian ini dilakukan pada bulan Desember 2020 hingga Juni 2021 dengan objek penelitian Pusat Pengembangan SDM (PPSDM) Ketenagakerjaan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Model evaluasi yang digunakan adalah model evaluasi CIPP yaitu Context, Input, Process, dan Product yang dikemukakan oleh Stufflebeam. Teknik pengumpulan data penelitian ini adalah menggunakan wawancara terstruktur dan dilengkapi dengan data-data sekunder berupa dokumen. Hasil penelitian menunjukkan bahwa, dalam evaluasi berdasarkan komponen context pembentukan program Diklat Mediator Hubungan Industrial didasari oleh beberapa kebijakan serta berdasarkan analisis kebutuhan diklat yang telah dilakukan sebelum merencanakan penyelenggaraan program. Kemudian dalam evaluasi berdasarkan komponen input PPSDM Ketenagakerjaan menyiapkan segala masukan yang dibutuhkan dalam melaksanakan diklat mulai dari prosedur dan strategi pelaksanaan, anggaran biaya, sumber daya manusia, kurikulum program dan juga sarana prasarana. Kemudian dalam evaluasi berdasarkan komponen process, PPSDM Ketenagakerjaan mengimplementasikan program mulai dari persiapan, pelaksanaan sampai evaluasi. Dalam komponen process ini penyelenggara berupaya mengimplementasikan perencanaan yang telah dibuat serta memanfaatkan seluruh sumber daya yang ada secara maksimal. Selanjutnya dalam evaluasi berdasarkan komponen product menunjukkan bahwa hasil pencapaian program telah sesuai dengan perencanaan dan tujuan dari program diklat itu sendiri, hal ini dibuktikan dengan nilai kelulusan peserta diklat. This research aims to evaluate the Industrial Relations Mediator Training Program in the Development Center of Human Resources of Manpowerment. This research was conducted from December 2020 to June 2021 with the object of research is the Development Center Center of Human Resources of Manpowerment. This study uses a qualitative approach with a descriptive method. The evaluation model used is the CIPP evaluation model, namely Context, Input, Process, and Product developed by Stufflebeam. The technique of collecting data in this research is to use structured interviews and is equipped with secondary data in the form of documents. The results showed that, in the evaluation based on the context component, the establishment of the Industrial Relations Mediator Training program was based on several policies and based on the training needs analysis that had been carried out before planning the program. Then in the evaluation based on the input components, Development Center of Human Resources of Manpowerment prepare all the inputs needed in carrying out the training, starting from procedures and implementation strategies, budgets, human resources, curriculum, facilities and infrastructure. Then in the evaluation based on the process component, the Development Center of Human Resources of Manpowerment implements the program starting from preparation, implementation until evaluation. In this process component, the organizer seeks to implement the plans that have been made and utilize all available resources to the fullest. Furthermore, in the evaluation based on product components, it shows that the results of program achievements are in accordance with the planning and objectives of the training program itself, this is evidenced by the passing grades of the training participants.
