Abstract

Program Pemantapan Nilai-Nilai Kebangsaan adalah salah satu tugas pokok Lembaga Ketahanan Nasional Republik Indonesia (Lemhannas RI) sebagaimana yang diamanahkan dalam Peraturan Presiden Nomor 67 Tahun 2006 tentang Lemhannas RI. Tujuan penelitian ini untuk mengevaluasi pelaksanaan program pemantapan nilai-nilai kebangsaan yang telah dilaksanakan Lemhannas RI sejak tahun 2006. Penelitian yang menggunakan model evaluasi program CIPP dan Kirkpatrick ini dilakukan di Lemhannas RI dan beberapa daerah dengan metode observasi, wawancara, kuesioner, Focus Group Discussion dan telaahan dokumentasi. Responden pada penelitian ini adalah sejumlah 220 orang alumni program pemantapan nilai-nilai kebangsaan dengan key informan terdiri dari 3 (tiga) orang pejabat Lemhannas RI yang menjadi pelaksana program pemantapan, 3 (tiga) orang Tenaga Profersional Lemhannas RI yang menjadi narasumber program pemantapan dan 10 (sepuluh) orang alumni program pemantapan. Hasil penelitan dengan model evaluasi CIPP, antara lain; Pada aspek Konteks ditemukan bahwa pelaksanaan Program Pemantapan Nilai-Nilai Kebangsaan yang dilakukan Lemhannas RI memiliki dasar hukum yang kuat, dengan tujuan dan sasaran yang yang perlu lebih spesifik dan terukur, serta kuatnya kebutuhan masyarakat. Pada aspek Input, dihadapkan tujuan dan sasaran yang ingin dicapai dukungan biaya belum memadai, kurikulum telah sesuai dengan kompetensi yang diinginkan, Sumber Daya Manusia (SDM) terpenuhi baik secara kuantitas maupun kualitas dalam mendukung pelaksanaan program, dan sarana prasarana dapat mendukung pelaksanaan program. Pada aspek Proses, program dapat terlaksana sesuai yang direncanakan, tingkat kepuasan peserta sangat baik serta supervisi dan monitoring dilaksanakan dengan baik. Pada aspek Produk, telah memenuhi target kelulusan sesuai dengan kompetensi yang diharapkan. Sedangkan hasil penelitian dengan model evaluasi Kirkpatrrick, ditemukan bahwa program pemantapan nilai-nilai kebangsaan berdampak positif terhadap alumni yang ditunjukkan oleh adanya perubahan sikap, motivasi dan aktivitas. Kebaruan dari penelitian ini adalah, ditemukan model konseptual yang dapat dijadikan raw model bagi kegiatan program pemantapan nilai-nilai kebangsaan serupa di tempat lainnya. Kata kunci : Program Pemantapan Nilai-Nilai Kebangsaan; evaluasi; model CIPP; model Kirkpatrick;*****National Values Strengthening Program has been one of the duties of the National Resilience Institute of the Republic of Indonesia (Lemhannas RI) as stipulated in the Regulation of the President of the Rebublic of Indonesia Number 67 of 2006 concerning Lemhannas RI. This study aims to evaluate the national values strengthening program implementation to have been carried out by Lemhannas RI since 2006. A CIPP and Kirkpatrick program evaluation model was employed in the study which was conducted at Lemhannas RI and several areas. Such methods as observation, interview, questionnaire, Focus Group Discussion, and documentary analysis were also applied. 220 alumni of the national values strengthening program, along with the key informants consisting of 3 (three) Lemhannas RI officials as the program implementer, 3 (three) Lemhannas RI professionals as the resource persons, and 10 (ten) alumni of the program, were selected as respondents of the study. The results of research using the CIPP evaluation model, among others: In the Context aspect show that National Values Strengthening Program Implementation, that the Lemhannas RI has conducted, has strong legal basis, with more specific and measurable objectives and targets as well as high-need community. In the Input aspect show the objectives and targets to be met, insufficient cost to be supported for, curriculum according to desired competences, human resources to be either quantitatively or qualitatively accommodated, as well as means and facilities in order to support good program implementation. In the the Process aspect show that the program has been well-implemented as planned with very good satisfaction to the participants and the supervision and monitoring have been carried out properly. In the Product aspect, it has met the graduation target in accordance with the expected competencies. While the results of the research using the Kirkpatrrick evaluation model, it was found that the program for strengthening national values had a good impact to the alumni as indicated by some changes of their attitude, motivation and activity. The novelty of this research is that a conceptual model was found that can be used as a raw model for similar national values strengthening program activities in other places.
