Abstract

ABSTRAK Penelitian ini bertujuan untuk peningkatan efektivitas kinerja SDM Bawaslu Provinsi DKI Jakarta dengan mengevaluasi & menganalisis pelaksanaan fungsi (1) pencegahan Pelanggaran pemilu (2) pengawasan tahapan pemilu (3) penindakan pelanggaran pemilu (4) Penyelesaian sengketa proses pemilu tahun 2019 melalui penemuan Model Konseptual Sitti Rakhman EKipooi SDM Bawaslu sehingga SDM dapat memberikan kontribusi yang maksimal untuk pencapaian kinerja Bawaslu Provinsi DKI Jakarta. Sasaran penelitian ini adalah SDM di Bawaslu Provinsi DKI Jakarta. Metode penelitian adalah deskriptif kualitatif, yakni mendiskripsikan secara jelas data-data yang diperoleh di tempat penelitian melalui observasi, wawancara 12 informan dan konfirmasi hasil 2 narasumber eksternal serta dokumen dengan pendekatan studi kasus. Triangulasi dilakukan melalui teknik & sumber pengumpulan data. Hasil penelitian ini adalah kinerja SDM Bawaslu dalam melaksanakan fungsi (1) pencegahan pelanggaran, (2) pengawasan tahapan, (3) penindakan pelanggaran, dan (4) penyelesaian sengketa proses pada pemilu tahun 2019 di DKI Jakarta adalah berjalan belum sangat efektif. Penelitian ini membahas secara komprehensif tentang efektivitas kinerja SDM Bawaslu yang secara langsung memberikan kontribusi pada efektivitas kinerja lembaga melalui pengembangan manajemen strategi pengembangan SDM yang dikembangkan dalam suatu Model Konseptual Sitti Rakhman EKipooi SDM Bawaslu. Kata kunci: MSDM, efektivitas, kinerja SDM, fungsi Bawaslu ************ ABSTRACT This study aims to increase the effectiveness of the HR performance of Bawaslu DKI Jakarta by evaluating & analyzing the implementation of functions (1) prevention of election violations (2) supervision of election stages (3) prosecution of election violations (4) settlement of disputes in the 2019 election process through the discovery of Sitti Rakhman EKipooi Conceptual Model of Bawaslu's HR so that HR can make a maximum contribution to the performance achievement of Bawaslu DKI Jakarta Province. The target of this research is human resources in Bawaslu DKI Jakarta Province. The research method is descriptive qualitative, which clearly describes the data obtained at the research site through observation, interviews with 12 informants and confirmation of the results of 2 external sources and documents with a case study approach. Triangulation is done through techniques & sources of data collection. The results of this study are the performance of Bawaslu HR in carrying out the functions of (1) prevention of violations, (2) supervision of stages, (3) prosecution of violations, and (4) dispute resolution processes in the 2019 elections in DKI Jakarta Province are not running very effectively. This research discusses comprehensively about the effectiveness of Bawaslu's HR performance which directly contributes to the effectiveness of the institution's performance through the development of HR development strategy management developed in the Sitti Rakhman EKipooi Conceptual Model of Bawaslu's HR.
