Abstract

Penetapan pelayanan pemanduan dan penundaan kapal merupakan pelayanan pertama dan terakhir yang diberikan kepada kapal yang akan masuk dan keluar dari suatu pelabuhan untuk memberikan pengarahan atas alur pelayaran setempat dan menuntun kapal yang akan berlabuh melalui wilayah yang tidak dipahami atau beresiko terhadap keamanan dan keselamatan pelayaran dalam menjaga muatan serta lingkungan maritim. Sampai dengan saat ini seluruh kapal di dermaga lokal yang ditangani PT Pelindo Regional 2 Sunda Kelapa belum menetapkan pelayanan pandu tunda, akan tetapi pada kondisi existing kapal-kapal besi yang masuk ke dermaga lokal pelabuhan sunda kelapa sudah terdapat kapal dengan ukuran di atas Gross Tonnage (GT) 500. Penetapan pelayanan ini diberikan atas keputusan Direktur Jenderal Perhubungan Laut. Pemilihan Skripsi ini bertujuan untuk menganalisis penetapan pelayanan pandu tunda yang berdampak pada pendapatan perusahaan yang berguna untuk gambaran PT Pelindo Regional 2 Sunda Kelapa dapat menetapkan pelayanan pemanduan dan penundaan kapal di dermaga lokal sehingga memperoleh tambahan pendapatan. Metode yang digunakan dalam penyusunan Skripsi ini adalah metode kuantitatif dengan teknik pengumpulan data berdasarkan hasil observasi yang digunakan yaitu data kapal yang masuk ke pelabuhan sunda kelapa dan menggunakan rumusan perhitungan berdasarkan PM No.72 Tahun 2015 tentang Jenis, Struktur, Golongan dan Mekanisme Penetapan Tarif Jasa Kepelabuhanan. Hasil dari penelitian ini PT Pelindo Regional 2 Sunda Kelapa masih menunggu Keputusan Direktur Jenderal Perhubungan atas penetapan kelas perairan wajib pandu tunda dan pendapatan yang akan diperoleh perusahaan mencapai Rp. 626.087.843 dari 210 kapal yang sudah wajib mendapatkan pelayanan pemanduan dan penundaan dalam periode Janari-Maret 2022. Kata kunci: penetapan, pelayanan pandu tunda kapal, pendapatan. ***** Determination of pilotage and tug services is the first and last service provided to ships that will enter and go out the port to provide direction on shipping lanes and ships that will dock in areas that do pose a risk to shipping security and safety in maintaining cargo and the maritime environment. Until now, all ships at the local dock handled by PT Pelindo Regional 2 Sunda Kelapa determination pilotage and tug services, but in the existing condition of iron ships that enter the local dock of Sunda Kelapa port, there are already ships with sizes above Gross Tonnage (GT) 500. The determination of this service is given by the decision of the Director General of Sea Transportation. The selection of this final project aims to analyze the determination of pilotage and tug services that have an impact on company income which is useful for an overview of PT Pelindo Regional 2 Sunda Kelapa in determining pilotage and tug services at local docks so that additional income. The method used in the preparation of this Final Project is a quantitative method with data collection techniques based on the results of observations used, namely the data of ships entering the Sunda Kelapa port and using a calculation formula based on PM No. 72 of 2015 concerning Types, Structures, Classes and Mechanisms for Setting Tariffs, Port Services. The results of this study PT Pelindo Regional 2 Sunda Kelapa are still waiting for the Decree of the Director General of Sea Transportation on the determination of the mandatory tug-guided water class and the income to be earned by the company reaches Rp. 626,087,843 out of 210 vessels that are required to receive pilotage and towing services in the period January-March 2022.
