Abstract
Bahasa Inggris merupakan bahasa diplomasi, bahasa pengantar ketika personel TNI AL mengikuti pendidikan, penugasan dan mengadakan latihan bersama dengan negara sahabat agar tidak terjadi kesalahpahaman ketika berinteraksi. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan program Pendidikan dan Latihan Bahasa Inggris di Dinas Pendidikan TNI AL bagi personel TNI AL untuk menyiapkan personelnya menuju the World Class Navy. Penelitian ini adalah penelitian evaluatif dengan menggunakan model gabungan CIPPO (Context, Input, Process, Product dan Outcome) dan Kirkpatrick (Reaction, Learning, Behaviour, Result) dengan melibatkan 53 peserta, 6 staf penyelenggara, 6 staf pengajar dan 20 atasan. Data dikumpulkan dengan menggunakan teknik wawancara, observasi, dokumentasi, focus group discussion dan kuesioner. Hasil evaluasi mengungkapkan bahwa evaluasi konteks tergolong baik (3,81 atau 76,2%), yang terlihat adanya tujuan dan kesesuaian rencana dan pelaksanaan pendidikan Diklat Bahasa di Disdikal. Hasil aspek evaluasi input dinilai baik (3,59 atau 71,8%), terlihat dari kompetensi pengajar, fasilitas kegitan pembelajaran, dukungan dana yang cukup. Hasil evaluasi proses terintegrasi dengan aspek reaction dan learning tergolong baik (3,82 atau 76,4%), terlihat dari proses Diklat dapat berjalan lancar, peserta merasa nyaman ketika belajar, namun terdapat kekurangan dalam kuantitas dan kualitas staf penyelenggara serta penyiapan akomodasi. Evaluasi Aspek product menunjukkan (3,77 atau 75,3%) atau tergolong baik, didukung dengan aspek behavior kemampuan berbahasa Inggris, motivasi dan percaya diri peserta meningkat. Selanjutnya Evaluasi aspek outcome terintegrasi dengan aspek result menunjukkan (3,78 atau 75,6%) tergolong baik, terlihat dari manfaat Diklat bagi personel dan institusi di TNI AL. Penelitian evaluatif ini dapat disimpulkan bahwa Program Diklat Bahasa Inggris di Disdikal dapat menyiapkan SDM TNI AL menuju The Word Class Navy dengan tetap mempertahankan perencanaan, meningkatkan kompetensi pengajar, penyesuaian metode dan teknik pengajaran sehingga peserta Diklat lebih termotivasi dan percaya diri dalam berbahasa Inggris untuk mengikuti kegiatan bertaraf internasional di dalam dan di luar negeri, studi lanjut yang relevan dengan pendidikan sebelumnya serta penugasan ke luar negeri. Kata Kunci: Evaluasi program, Diklat bahasa Inggris, SDM TNI AL, the World Class Navy, CIPPO, Kirkpatrick .*************English is the language of diplomacy, the language of instruction when Indonesian Navy personnel participate in education, assignments and joint training with friendly countries so that there are no misunderstandings when interacting. This study aims to evaluate the implementation of the English Language Education and Training program at the Indonesian Navy Education Office for Indonesian Navy personnel to prepare their personnel to become the World Class Navy. This research is an evaluative study using the combined model of CIPPO (Context, Input, Process, Product and Outcome) and Kirkpatrick (Reaction, Learning, Behavior, Result) involving 53 participants, 6 organizing staff, 6 teaching staff and 20 superiors. Data were collected using interviews, observation, documentation, focus group discussions and questionnaires. The evaluation results revealed that the evaluation of the context was classified as good (3.81 or 76,2%), which could be seen from the purpose and suitability of the plan and implementation of Language Education and Training in Disdical. The results of the input evaluation aspect were considered sufficient (3.59 or 71,8%), seen from the competence of the teachers, learning activity facilities, sufficient financial support. The results of the evaluation of the integrated process with the reaction and learning aspects are quite good (3,82 or 76,4%), it can be seen from the training process that runs smoothly, participants feel comfortable while learning, but there are deficiencies in the quantity and quality of the organizing staff and the preparation of accommodation. Evaluation of the product aspect shows (3.77 or 75,3%) or is classified as good, supported by the behavioral aspects of English language proficiency, the motivation and confidence of the participants increased. Furthermore, the evaluation of the outcome aspect integrated with the result aspect shows (3.78 or 75,6%) is classified as good, seen from the benefits of training for personnel and institutions in the Indonesian Navy. From this evaluative research it can be concluded that the English Education and Training Program in Disdikals can prepare TNI AL human resources to become The Word Class Navy while maintaining planning, increasing teaching competence, adjusting teaching methods and techniques so that training participants are more motivated and confident in speaking English to participate in activities. international standard at home and abroad, further studies relevant to previous education and assignments abroad.
