Abstract
Kualitas sumber daya manusia merupakan masalah yang dihadapi di Badan Nasional Penanggulangan Bencana (BNPB). Tujuan penelitian ini yaitu untuk membuat strategi peningkatan kualitas SDM yang dipengaruhi oleh kepemimpinan transformasional. Penelitian ini merupakan penelitian kuantitatif dengan menggunakan metode Structural Equation Modeling dengan alat bantu WrapPLS. Sampel dalam penelitian ini sebanyak 239 pegawai BNPB. Hasil penelitian ini menunjukkan human capital memiliki pengaruh yang paling besar terhadap kualitas sumber daya manusia. Perilaku kerja inovatif juga dapat berpengaruh terhadap kualitas sumber daya manusia. Kepemimpinan transformasional tidak berpengaruh secara langsung terhadap kualitas sumber daya manusia, namun dapat berpengaruh secara tidak langsung melalui human capital dan perilaku kerja inovatif. Saran bagi BNPB yaitu merekrut sesuai kebutuhan BNPB, melakukan pembinaan sesuai tantangan bencana, dan perlu persamaan cara kerja sesuai visi. Kata Kunci: Kualitas Sumber Daya Manusia, Kepemimpinan Transformasional, Human Capital, Perilaku Kerja Inovatif, BNPB. The quality of human resources is a problem faced by the National Disaster Management Agency (BNPB). The purpose of this research is to create a strategy to improve the quality of human resources that is influenced by transformational leadership. This research is a quantitative study using the Structural Equation Modeling method with the WrapPLS tool. The sample in this study were 239 BNPB employees. The results of this study indicate that human capital has the greatest influence on the quality of human resources. Innovative work behavior can also affect the quality of human resources. Transformational leadership does not directly affect the quality of human resources, but can influence indirectly through human capital and innovative work behavior. Suggestions for BNPB are to recruit according to BNPB's needs, conduct training according to disaster challenges, and need to work together according to the vision.
