Abstract
Penelitian ini bertujuan untuk memberikan gambaran tentang efektivitas program rehabilitasi sosial rumah tidak layak huni bagi masyarakat miskin di Kelurahan Gunung Batu, Kecamatan Bogor Barat, Kota Bogor. Metode penelitian yang digunakan adalah deskriptif dengan teknik pengumpulan data melalui angket, observasi, wawancara, dan dokumentasi. Subjek penelitian ini adalah masyarakat yang menerima program rehabilitasi sosial rumah tidak layak huni di Kelurahan Gunung Batu, Kecamatan Bogor Barat, Kota Bogor sebanyak 20 orang. Untuk menilai efektivitas program pada penelitian ini menggunakan 5 indikator yaitu pemahaman program, ketepatan sasaran, ketepatan waktu, ketercapaian tujuan dan perubahan nyata. Hasil penelitian menunjukan bahwa program rehabilitasi sosial rumah tidak layak huni di Kelurahan Gunung Batu pada pemahaman masyarakat mengenai program sudah efektif, ketepatan sasaran penerima sudah efektif karena sudah memenuhi kriteria yang ditetapkan, ketepatan waktu kurang efektif karena waktu yang diberikan untuk perbaikan rumah terlalu singkat juga dana atau bahan bangunan kurang mencukupi untuk pembangunan rumah, ketercapaian tujuan dan perubahan nyata berupa menciptakan rumah layak huni dan meningkatkan kenyamanan sudah efektif namun program ini belum efektif pada peningkatan kemandirian ekonomi karena tidak ada perubahan dalam peningkatan pendapatan. This study aims to provide an overview of the effectiveness of social rehabilitation programs for unlivable homes for poor people in Gunung Batu Village, West Bogor District, Bogor City. The research method used descriptive with data collection techniques through questionnaires, observation, interview, and documentation. The subjects of this study were people who received a social rehabilitation program for unlivable homes in Gunung Batu Village, West Bogor District, Bogor City as many as 20 people. To assess the effectiveness of the program in this study was using 5 indicators, namely program understanding, target accuracy, timeliness, achievement of goals and real changes. The results showed that the social rehabilitation program of unlivable homes in Gunung Batu Village on the public's understanding of the program was effective, the accuracy of the target recipients was effective because it met the criteria set, timeliness was less effective because the time given for home repairs was too short or building materials that are insufficient for building houses, achieving goals and real changes in creating decent housing and increasing comfort have been effective but this program has not been effective in increasing economic independence because there have been no changes in income generation.
