Abstract

Penelitian ini bertujuan untuk menganalisis perencanaan, pelaksanaan dan evaluasi terkait pelatihan mediator hubungan industrial angkatan 98 di Pusat Pengembangan Sumber Daya Manusia Ketenagakerjaan. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data meliputi pengamatan (observasi), studi dokumentasi, dan wawancara. Teknik pemeriksaan keabsahan data meliputi uji kredibilitas, transferabilitas, dependabilitas, dan konfirmabilitas. Teknik analisis data meliputi reduksi data, penyajian data, penarikan kesimpulan dan verifikasi data. Hasil penelitian ini menunjukan bahwa tahap perencanaan dimulai dari analisis kebutuhan pelatihan, menyebar surat edaran, menerima surat usulan calon peserta, penyusunan program dan kurikulum, silabus, metode pembelajaran, jadwal, bahan latihan, penentuan widyaiswara pelatihan. Tahap pelaksanaan dimulai dari penerimaan berkas calon peserta, seleksi peserta, penetapan peserta, pemanggilan peserta, penyusunan jadwal tentatif, pelaksanaan pelatihan meliputi pembelajaran online dan offline, penugasan dan ujian, simulasi pembinaan penyuluhan, PKL (Praktik Kerja Lapangan), bimbingan penulisan laporan, kemudian seminar akhir pelatihan meliputi seminar KKP (Kertas Kerja Perorangan) dan uji LHPK (Laporan Hasil Praktik Kompetensi), dan penutupan pelatihan. Tahap evaluasi dimulai dari membuat instrumen evaluasi pelatihan meliputi evaluasi peserta, evaluasi widyaiswara, evaluasi penyelenggaraan pelatihan. Peserta pelatihan juga diharuskan untuk mengisi formulir evaluasi melalui Google Forms meliputi evaluasi coach, evaluasi mentor, evaluasi penguji, setelah semua data terkumpul bidang evaluasi membuat laporan hasil pelatihan. Bidang evaluasi juga melakukan evaluasi pasca pelatihan. Evaluasi pasca pelatihan ditujukan kepada peserta yang telah lulus mengikuti pelatihan, bertujuan untuk mengetahui seberapa jauh kontribusi peserta setelah mengikuti pelatihan terhadap pelaksanaan tugas dan kualitas kinerja di lapangan. Oleh karena itu, diperlukan pemantauan kepada alumni pelatihan. *****This study aims to analyze the planning, implementation and evaluation related to the training of industrial relations mediators batch 98 at the Center for Manpower Human Resource Development. This study uses a descriptive method with a qualitative approach. Data collection techniques include observation, documentation studies, and interviews. Data validity check techniques include credibility, transferability, dependability, and confirmability tests. Data analysis techniques include data reduction, data presentation, conclusion drawing and data verification. The results of this study show that the planning stage starts from analyzing training needs, distributing circulars, receiving letters of proposal for prospective participants, preparing programs and curriculum, syllabus, learning methods, schedules, exercise materials, and determining training widyaiswara. The implementation stage starts from the receipt of prospective participant files, participant selection, determination of participants, summoning participants, preparation of tentative schedules, implementation of training including online and offline learning, assignments and exams, simulation of counseling coaching, street vendors (Field Work Practice), guidance on writing reports, then the final seminar of the training includes the KKP seminar (Individual Work Paper) and the LHPK test (Competency Practice Result Report), and the closing of the training. The evaluation stage starts from making training evaluation instruments including participant evaluation, widyaiswara evaluation, and training implementation evaluation. Trainees are also required to fill out an evaluation form through Google Forms including coach evaluation, mentor evaluation, examiner evaluation, after all data is collected, the evaluation field makes a report on the training results. The evaluation field also conducts post-training evaluations. Post-training evaluation is aimed at participants who have passed the training, aiming to find out how far the participants contribute after participating in the training to the implementation of tasks and the quality of performance in the field. Therefore, monitoring of training alumni is needed.
