Abstract

Penelitian ini bertujuan untuk mengembangkan instrumen evaluasi kompetensi coachee pada program coaching di Kementerian Kesehatan Republik Indonesia. Pengembangan ini mengacu pada model Wirawan (2009). Prosedur pengembangan yang dilakukan terdiri dari 5 tahapan antara lain menentukan isi instrumen, menentukan skala penilaian, mengembangkan deskriptor level kinerja, mengembangkan butir-butir instrumen, menguji coba instrumen. Hasil penelitian ini berupa instrumen penilaian coachee pada program coaching di Kemenkes RI dengan jumlah 27 butir instrumen yang dikemas dalam buku pedoman penilaian. Penelitian ini sudah melewati tahap uji coba kepada (expert review), dilakukan dengan cara menguji coba seperangkat instrumen kepada ahli yaitu ahli evaluasi dan ahli materi. Hasil uji coba kepada 2 orang ahli menyatakan bahwa instrumen sudah layak digunakan. Kemudian langkah uji coba selanjutnya adalah one to one dengan melibatkan para coach sebanyak 3 orang yang ada di PPKASN Kemenkes RI. Hasil uji coba one to one menyatakan bahwa instrumen sudah layak digunakan dalam mengevaluasi kompetensi coachee pada program coaching jabatan fungsional ahli muda di Kemenkes RI. ***** This research aims to develop competency evaluation instruments for coachees in the coaching program at the Ministry of Health of the Republic of Indonesia. This development refers to the Wirawan model (2009). The development procedure consists of 5 stages, including determining the content of the instrument, determining the rating scale, developing performance level descriptors, developing instrument items, and testing the instrument. The result of this research is a coachee evaluation instrument for the coaching program at the Ministry of Health of the Republic of Indonesia, consisting of 27 instrument items packaged in an assessment guidebook. This research has passed the expert review stage, conducted by testing a set of instruments with experts, namely evaluation experts and subject matter experts. The results of the tests with 2 experts stated that the instrument is suitable for use. The next testing step is one-to-one testing involving 3 coaches at PPKASN Kemenkes RI. The results of the one-to-one testing stated that the instrument is suitable for use in evaluating competencies of coachees in the coaching program for young functional positions at the Ministry of Health of the Republic of Indonesia.
