Abstract

Penelitian ini dilaksanakan di PPSDM Ketenagakerjaan yang bertujuan untuk mengetahui bagaimana PPSDM Ketenagakerjaan menggunakan Analisis Jabatan dan Beban Kerja sebagai strategi upaya peningkatan kinerja pegawai. Penelitian ini dilakukan pada bulan Desember 2023 hingga Juni 2024 dan merupakan penelitian deskriptif kualitatif. Subjek penelitian berjumlah 4 (empat) orang yaitu, (1) Kepala Bagian Tata Usaha, (2) Analisi Sumber Daya Manusia Aparatur, (3) Widyaiswara Ahli Muda, dan (4) Widyaiswara Ahli Madya. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Data yang diperoleh dianalisis secara deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa, (1) Penyusunan Analisis Jabatan dan Analisis Beban Kerja di PPSDM Ketenagakerjaan dilakukan sesuai dengan SOP Biro Organisasi Sumber Daya Manusia Aparatur, (2) Implementasi Analisis Jabatan dan Beban Kerja di PPSDM Ketenagakerjaan memengaruhi produktivitas dan kinerja pegawai dilihat dari Sasaran Kinerja Pegawai (SKP) yang bepredikat “BAIK”. Selain itu Analisis Jabatan di PPSDM Ketenagakerjaan digunakan sebagai landasan sumber mutasi, promosi jabatan, melaksanakan latihan, menentukan kompensasi, dan menentukan kebutuhan alat dan perlengkapan, (3) Faktor penghambat dan Faktor Pendukung implementasi Analisis Jabatan dan Beban Kerja di PPSDM Ketenagakerjaan dikendalikan dan dikelola dengan baik menggunakan strategi yang tercipta di PPSDM Ketenagakerjaan. Kata kunci: Analisis Jabatan, Analisis Beban Kerja, Kinerja Pegawai ****** This research was carried out at PPSDM Ketenagakerjaan which aims to find out how PPSDM Ketenagakerjaan uses Job and Workload Analysis as a strategy to improve performance. This research was conducted from December 2023 to June 2024 and is a qualitative descriptive study. The research subjects were 4 (four) people, namely, (1) Head of Administration, (2) Human Resources Analysis Apparatus, (3) Young Expert Widyaiswara, and (4) Middle Expert Widyaiswara. The data collection techniques used were interviews, observation and documentation. The data obtained was analyzed descriptively qualitatively. The results of this research show that, (1) Preparation of Job Analysis and Workload Analysis in PPSDM Ketenagakerjaan is carried out well in accordance with the Standard Operating Procedure of the Biro OSDMA, (2) Implementation of Job Analysis and Workload in PPSDM Ketenagakerjaan affects employee productivity and performance as seen from Employee Performance Targets (SKP) with the predicate "GOOD". Apart from that, Job Analysis in PPSDM Ketenagakerjaan is used as a basis for sources of transfers, promotions, carrying out training, determining compensation, and determining the need for tools and equipment, (3) Inhibiting and supporting factors for the implementation of Job Analysis and Workload in PPSDM Ketenagakerjaan are controlled and managed by either use the strategies created in PPSDM Employment.
