Abstract
ABSTRAK Penelitian ini dilatarbelakangi oleh pentingnya penyediaan fasilitas sarana dan prasarana yang aksesibel di lingkungan pendidikan tinggi guna mendukung pendidikan inklusif sesuai prinsip universal design dan regulasi nasional. Fokus penelitian ini adalah mengevaluasi fasilitas aksesibilitas di Tower A, Gedung Fakultas Teknik Universitas Negeri Jakarta, untuk memastikan kesesuaiannya terhadap kebutuhan mahasiswa penyandang disabilitas. Penelitian ini menggunakan metode mixed methods (kualitatif dan kuantitatif) dengan teknik pengumpulan data melalui observasi langsung, wawancara mendalam, dan analisis dokumen yang mengacu pada Permen PUPR Nomor 14 Tahun 2017, HWDI, dan UNICEF. Hasil observasi menunjukkan bahwa fasilitas seperti titik kumpul (100%), lift (90,91%), toilet (78,7%), ramp (83,3%), tangga (85,7%), dan sarana evakuasi (87,5%) telah memenuhi standar aksesibilitas. Namun, ruang ibadah (50%), ruang praktik (55%), dan ruang kelas (37,5%) masih belum optimal. Hasil wawancara mengungkapkan bahwa meskipun fasilitas fisik seperti lift dan ramp tersedia, masih terdapat kendala seperti toilet yang terkunci, tidak adanya guiding block dan penanda taktil, belum optimalnya sistem audio-visual, serta belum tersedianya Juru Bahasa Isyarat (JBI). Kesimpulan dari penelitian ini menunjukkan bahwa Tower A Fakultas Teknik UNJ sebagian besar sudah mendukung pendidikan inklusif, meskipun tetap diperlukan perbaikan sarana dan prasarana tertentu untuk memenuhi standar secara menyeluruh. Implikasi dari temuan ini menekankan perlunya program renovasi fasilitas, pelatihan bagi pengelola sarana, serta peningkatan kesadaran sivitas akademika untuk menciptakan lingkungan pendidikan inklusif serta setara dengan seluruh mahasiswa, termasuk penyandang disabilitas. ***** ABSTRACT This research is motivated by the importance of providing accessible facilities and infrastructure in higher education environments to support inclusive education in accordance with the principles of universal design and national regulations. The focus of this study is to evaluate the accessibility facilities in Tower A of the Faculty of Engineering building at Universitas Negeri Jakarta, to ensure their suitability for the needs of students with disabilities. This research employs a mixed methods approach (qualitative and quantitative) with data collection techniques including direct observation, in-depth interviews, and document analysis referring to Permen PUPR No. 14 of 2017, HWDI, and UNICEF. Observational results show that facilities such as assembly points (100%), elevators (90.91%), toilets (78.7%), ramps (83.3%), stairs (85.7%), and evacuation routes (87.5%) meet accessibility standards. However, prayer rooms (50%), practical rooms (55%), and classrooms (37.5%) remain suboptimal. Interview results revealed that while physical facilities such as ramps and elevators are available, there are still issues such as locked accessible toilets, lack of guiding blocks and tactile indicators, suboptimal audio-visual systems, and the absence of sign language interpreters (SLI), which hinder inclusivity. The conclusion indicates that Tower A of the Faculty of Engineering at UNJ has largely supported inclusive education, although certain facilities still need improvement to fully meet the standards. The implications of these findings highlight the need for facility renovation programs, training for facility managers, and increased awareness among the academic community to create an educational environment that is inclusive and equitable for all students, including those with disabilities.
