Abstract
Penelitian ini bertujuan untuk mengkaji dan mengevaluasi pelaksanaan Program Diklat Orientasi bagi Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) di Pusdiklat Tekfunghan Badiklat Kemhan RI. Penelitian ini menggunakan pendekatan kualitatif, berpedoman pada model evaluasi CIRO (Context, Input, Reaction, dan Output). Teknik pengumpulan data dilakukan melalui wawancara mendalam dengan informan, observasi langsung, serta telaah dokumen terkait. Hasil penelitian menunjukkan bahwa aspek konteks pelaksanaan program sudah sejalan dengan kebutuhan untuk memperkuat kompetensi dasar ASN. Unsur input yang mencakup kurikulum, sarana prasarana, serta kualifikasi widyaiswara dinilai cukup memadai, meskipun masih terdapat kendala teknis pada pemanfaatan platform pembelajaran daring. Respon peserta juga positif. Pada aspek output, ditemukan peningkatan pemahaman peserta terkait nilai-nilai inti ASN (BerAKHLAK) dan sikap bela negara. Penelitian ini merekomendasikan penguatan mekanisme evaluasi lanjutan, penyempurnaan kualitas materi digital, serta optimalisasi peran bimbingan dan pengasuhan untuk membentuk perilaku serta etos kerja PPPK yang profesional dan berintegritas. ***** This research aims to examine and evaluate the implementation of the Orientation Training Program for Government Employees with Work Agreements (PPPK) at the Center for Technical and Functional Training (Pusdiklat Tekfunghan), Training and Education Agency of the Ministry of Defense of the Republic of Indonesia. The research adopts a qualitative guided by the CIRO evaluation model (Context, Input, Reaction, and Output). Data were collected through in-depth interviews with informants, direct observation, and document analysis. The findings reveal that the contextual aspect of the program aligns with the need to strengthen the fundamental competencies of civil servants. Input elements, including curriculum, facilities, and instructor qualifications, were found to be generally adequate, although technical challenges remain, particularly in the use of online learning platforms. Participant responses were also positive. In terms of output, the training led to an increased understanding of core civil service values (BerAKHLAK) and national defense attitudes. The study recommends strengthening follow-up evaluation mechanisms, improving the quality of digital materials, and optimizing the role of mentoring and supervision to shape professional and integrity-driven work behavior among PPPK personnel.
