Abstract

Penelitian ini bertujuan untuk menganalisis manajemen pengembangan kompetensi Aparatur Sipil Negara (ASN) di Pusat Pengembangan Kompetensi ASN Kementerian Sekretariat Negara melalui pemanfaatan Sistem Informasi Manajemen (SIM) Pionir. Fokus kajian mencakup tiga tahapan utama: perencanaan, pelaksanaan, dan evaluasi pelatihan berbasis SIM Pionir. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif melalui wawancara, observasi, dan studi dokumentasi di lingkungan PPKASN. Hasil penelitian menunjukkan bahwa SIM Pionir telah mendukung digitalisasi perencanaan pelatihan secara sistematis dan terdokumentasi, mulai dari input TNA hingga unggahan dokumen pelatihan. Dalam pelaksanaan, SIM Pionir memfasilitasi berbagai jenis pelatihan melalui fitur pencatatan kehadiran, manajemen logistik, dan pelaporan real-time. Namun, digitalisasi belum sepenuhnya optimal akibat keterbatasan teknis seperti server dan koneksi jaringan. Pada tahap evaluasi, SIM Pionir hanya digunakan untuk input laporan manual dan belum mendukung pelacakan dampak pelatihan secara komprehensif. Penelitian merekomendasikan penguatan sistem melalui integrasi menyeluruh dengan SIM Biro SDM dan LXP Pintar, penyederhanaan proses administrasi, serta pengembangan fitur analitik berbasis data. Kolaborasi aktif antara pengguna dan pengembang juga menjadi kunci peningkatan efektivitas SIM Pionir. ***** This study aims to analyze the competency development management of Civil Servants (ASN) at the Center for ASN Competency Development, Ministry of State Secretariat, through the utilization of the Pionir Management Information System (SIM Pionir). The research focuses on three main stages: planning, implementation, and evaluation of training programs based on SIM Pionir. A qualitative descriptive approach was employed, using interviews, observations, and document analysis conducted within the PPKASN environment. The findings indicate that SIM Pionir supports the systematic and well-documented digitalization of training planning, from inputting Training Needs Analysis (TNA) to uploading training-related documents. In the implementation phase, the system facilitates various types of training through attendance tracking, logistics management, and real-time reporting features. However, the digitalization process remains suboptimal due to technical limitations such as server issues and unstable network connections. During the evaluation phase, SIM Pionir is only used for manual input of evaluation results and does not yet support comprehensive tracking of training impact. The study recommends strengthening the system through end-to-end integration with other platforms such as SIM Biro SDM and LXP Pintar, streamlining administrative processes, and developing data-driven analytical features. Active collaboration between users and system developers is also crucial to enhancing the effectiveness of SIM Pionir.
