Abstract

Penelitian pengembangan ini menghasilkan sebuah produk berupa buku pedoman cetak yang dirancang sebagai sumber acuan bagi pegawai Pusat Pengembangan Kompetensi Aparatur (PPKA) Kementerian Kesehatan RI. Kegiatan ini dilatarbelakangi oleh kebutuhan akan media pembelajaran yang sekaligus berfungsi sebagai panduan dalam perencanaan dan pelaksanaan program Community of Practice di lingkungan Kemenkes RI. Produk yang dikembangkan terdiri dari 76 halaman dan memuat lima bagian inti yang sistematis. Model pengembangan yang digunakan mengacu pada model Derek Rowntree (1994), yang mencakup tiga tahapan utama, yakni: tahap perencanaan, tahap persiapan penulisan, serta tahap penulisan serta penyuntingan. Penelitian ini menerapkan pendekatan formatif, dengan melibatkan ahli materi dan ahli media dalam proses critical commenting sebelum produk diuji coba kepada pengguna. Uji coba dilakukan dalam dua tahap: one-to-one, yang melibatkan tiga orang pegawai, serta field trial dengan sepuluh orang pegawai dari berbagai tim kerja di PPKA Kemenkes RI. Berdasarkan hasil proses pengembangan serta data uji coba yang diperoleh, dapat dinyatakan bahwa buku pedoman pelaksanaan program CoP ini memiliki kualitas yang baik, serta layak digunakan sebagai acuan resmi oleh pegawai PPKA Kemenkes RI dalam menjalankan program Community of Practice. ***** This development research resulted in a printed handbook designed as a reference source for employees of the Center for Civil Service Competency Development at the Indonesian Ministry of Health. The initiative was driven by the need for a learning medium that also serves as a practical guide for planning and implementing the Community of Practice (CoP) program within the Ministry. The developed product consists of 76 pages and is structured into five systematic core sections. The development model adopted follows Derek Rowntree’s (1994) framework, which includes three main stages: planning, preparation for writing, and writing and editing. This research employed a formative approach, involving content and media experts in a critical commenting process prior to user testing. Product trials were conducted in two phases: one-to-one testing involving three staff members, and a field trial with ten employees from various working teams within PPKA. Based on the development process and trial results, it can be concluded that the CoP implementation handbook is of good quality and is suitable for use as an official reference by PPKA employees in carrying out the Community of Practice program at the Ministry of Health.
