Abstract
Tujuan penelitian ini adalah mengembangkan video pembelajaran interaktif berjudul “Penegakan Disiplin ASN Kementerian Kesehatan”. Penelitian ini dilaksanakan berdasarkan kebutuhan pegawai Biro Organisasi Sumber Daya Manusia Kemenkes RI akan media pembelajaran mandiri yang interaktif dan terfokus untuk mendukung pemahaman dalam penegakan disiplin ASN. Model pengembangan yang digunakan adalah Hannafin & Peck, meliputi fase analisis kebutuhan, desain, serta pengembangan dan implementasi dengan evaluasi formatif di setiap fase. Produk yang dihasilkan berupa dua video, yaitu “Pengantar Penegakan Disiplin ASN Kemenkes” dan “Prosedur Penegakan Disiplin ASN Kemenkes”. Evaluasi formatif dalam penelitian ini melibatkan ahli dan pengguna. Hasil expert review menunjukkan perlunya beberapa perbaikan pada aspek materi, pembelajaran, dan media, dengan hasil memperoleh skor 3,70 dari ahli materi, skor 4,00 dari ahli pembelajaran, dan skor 3,74 dari ahli media, yang seluruhnya masuk dalam kategori sangat baik, sehingga media dinyatakan layak. Uji coba pengguna dilakukan dengan dua tahap, yaitu melalui one-to-one dengan tiga responden menunjukkan respons positif, dan uji coba small group dengan enam responden yang dibagi dalam dua kelompok menghasilkan skor rata-rata 3,69 dengan kategori sangat baik. Dengan demikian, produk video interaktif yang dikembangkan dinyatakan efektif digunakan oleh pegawai Biro OSDM Kemenkes RI. ***** The objective of this study is to develop an interactive instructional video titled “Disciplinary Enforcement for Civil Servants at the Ministry of Health.” This research was carried out based on the needs of employees at the Bureau of Human Resources Organization (OSDM) of the Ministry of Health of the Republic of Indonesia for an independent, interactive, and focused learning medium to support their understanding of civil servant disciplinary enforcement. The development model used is Hannafin & Peck, which includes the phases of needs analysis, design, as well as development and implementation, with formative evaluation at each stage. The resulting product consists of two videos: “Introduction to Disciplinary Enforcement for Civil Servants at the Ministry of Health” and “Procedures for Disciplinary Enforcement for Civil Servants at the Ministry of Health.” Formative evaluation in this study involved both experts and users. The results of the expert review indicate the need for several improvements in the aspects of content, instructional design, and media. The media received a score of 3.70 from the content expert, 4.00 from the instructional design expert, and 3.74 from the media expert. All scores fall into the "excellent" category, indicating that the media is considered feasible for use. User testing was conducted in two stages: one-to-one with three respondents, which showed positive responses, and a small group trial with six respondents divided into two groups, resulting in an average score of 3.69, also categorized as very good. Therefore, the developed interactive video product is considered effective for use by employees of the Bureau of Human Resources Organization at the Ministry of Health.
