Abstract
Perbaikan pengelolaan Lapas secara mendasar adalah menjadi agenda strategis dimana masalah yang dapat diidentifikasi adalah kelebihan kapasitas di beberapa Lapas di Indonesia. Penelitian ini bertujuan mengevaluasi pelaksanaan program "Getting Zero To HALINAR” di lembaga pemasyarakatan Kelas I Cipinang Jakarta. Keberadaan program ini dinilai belum berdampak positif terbukti masih terdapat penyalahgunaan ponsel, narkotika serta biaya ilegal (Pungli). Manajemen Sumberdaya Manusia (MSDM) penting diimplementaskan sebagai treatment untuk merealisasikan zero halinar guna mewujudkan Visi dan Misi Lembaga Pemasyarakatan. Penelitian ini merupakan penelitian evaluasi kebijakan dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara, observasi, dan studi literatur kemudian dianalisis menggunakan model evaluasi kesenjangan - DEM. Hasil evaluasi pelaksanaan program relatif efektif meskipun belum mencapai tujuan ideal sebagaimana Surat Edaran Direktur Jenderal Pemasyarakatan Nomor: PAS-54.PK.01.04.01 Tahun 2013 tentang program mendapatkan nol untuk halinar. Peneliti menawarkan rekomendasi peningkatan rasa saling percaya terhadap institusi terkait dengan koordinasi untuk membangun pemahaman atas common enemy terhadap pemberantasan narkoba, disusunnya SOP terkait Program Getting Zero to Halinar di Lapas atau Rutan, membangun komitmen bersama untuk mewujudkan tujuan program Getting Zero to Halinar antara pemimpin, dan petugas di lingkungan lembaga pemasyarakatan. Penegakan integritas dan etika, pimpinan harus mampu menyusun program yang mencakup tahap perekrutan, pelatihan dan pengembangan (continous improvement), pengembangan professional, kompensasi dan manfaat, penilaian dan kinerja memastikan kepatuhan hukum. program internalisasi nilai Getting Zero to Halinar berupa kegiatan peer group secara periodik bagi pejabat, petugas dan Warga Binaan Pemasyarakatan di Lembaga Pemasyarakatan, melakukan evaluasi secara berkala (2 tahun), menyusun dan melakukan rencana tindak lanjut untuk evaluasi. Fundamentally improving prison management is a strategic agenda where the problem that can be identified is overcapacity in some prisons in Indonesia, which results in inmates and detention being held in prison and detention.The aims of this study is to evaluate the implementation and legal policies regarding the "Getting Zero To HALINAR" program in the Correctional Institutions of Class IA Cipinang Jakarta by using the HRM approach as a treatment to realize zero halinar to actualizing the Correctional Vision and Mission. The existence of the program has not yet had a positive impact in fostering inmates proven to still be the abuse of the use of mobile phones, narcotics as well as the potential to cause illegal costs (extortion) .This research is a policy evaluation uses a qualitative approach. Data collection is done by interviews, observation, and study of literature and then analyzed using the gap evaluation model – DEM. The evaluation results of the implementation of the program are relatively effective even though they have not yet reached their ideal goals as the Circular Letter Director General of Corrections Number: PAS-54.PK.01.04.01 of 2013 concerning the program to get zero for halinar. In addition,, there are still some problems found in almost every aspect evaluated. Therefore, the researcher offers several recommendations, increasing mutual trust in institutions related to coordination to build understanding of common enemies against drug eradication, formulation of SOPs on the Getting Zero to Halinar Program in Prisons or Detention Centers, building a shared commitment to realize the objectives of the Getting Zero to Halinar program between leaders, and officers in the environment Correctional Institution. Upholding integrity and ethics, leaders must be able to compile programs that include recruitment, training and development (continuous improvement), professional development, compensation and benefits, assessment and performance ensuring legal compliance. the internalization program of Getting Zero to Halinar values in the form of periodic peer group activities for officials, officers and Penitentiary Guards in Correctional Institutions, conduct periodic evaluations (2 years), prepare and carry out follow-up plans for evaluation.
