Abstract

Penelitian ini bertujuan menganalisis pengaruh talent management dan digital leadership terhadap innovative work behavior, serta menguji peran psychological empowerment sebagai variabel mediasi pada pegawai Dinas Kesehatan Kabupaten Garut. pendekatan penelitian menggunakan metode kuantitatif dengan model Structural Equating Modeling berbasis Partial Lleast Squares (SEM-PLS). Data penelitian diperoleh melalui penyebaran kuisioner terstruktur kepada 221 pegawai fungsional umum di lingkungan Dinas Kesehatan Kabupaten Garut. Hasil penelitian menunjukkan bahwa talent management berpengaruh positif dan signifikan terhadap psychological empowerment dan innovative work behavior. Sementara itu, digital leadership berpengaruh positif namun tidak signifikan terhadap innovative work behavior,namun memberikan pengaruh signifikan terhadap psychological empowerment. Selain itu,psychological empowerment terbukti berpengaruh positif dan signifikan terhadap innovative work behavior serta memediasi hubungan antara talent management dan digital leadership terhadap innovative work behavior. Temuan ini mengindikasikan bahwa perilaku kerja inovatif pegawai berkembang melalui praktik manajemen talenta yang efektif dan pemberdayaan psikologis yang tinggi. Disisi lain, pengaruh kepemimpinan digital lebih terlihat dalam kemampuannya membangun kepercayaan serta memberikan kesempatan bagi pegawai untuk berinovasi dan berkembang. Penelitian ini memberikan kontribusi teoritis dalam menjelaskan mekanisme psikologis yang mengaitkan faktor organisasi dan gaya kepemimpinan dengan inovasi disektor publik. Disisi praktis, hasil studi ini menekankan pentingnya penerapan manajemen talenta berbasis kompetensi,pembentukan budaya kerja yang mendukung kreativitas dan pendekatan inovatif dalam proses kerja. ***** This study aims to analyze the influence of talent management and digital leadership on innovative work behavior and to examine the mediating role of psychological empowerment among employees of the Garut District Health Office. The research employed a quantitative approach using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method. Research data were collected through the distribution of structured questionnaires to 221 functional staff members within the Garut District Health Office. The results indicate that talent management has a positive and significant effect on both psychological empowerment and innovative work behavior. Meanwhile, digital leadership shows a positive but insignificant effect on innovative work behavior, yet it has a significant influence on psychological empowerment. Furthermore, psychological empowerment is found to have a positive and significant effect on innovative work behavior and mediates the relationship between talent management and digital leadership with innovative work behavior. These findings suggest that employees’ innovative work behavior develops through effective talent management practices and a high level of psychological empowerment. On the other hand, the impact of digital leadership is more evident in its ability to build trust and provide opportunities for employees to innovate and grow. Theoretically, this research contributes to explaining the psychological mechanisms linking organizational factors and leadership styles with innovation in the public sector. Practically, the study highlights the importance of implementing competency-based talent management, fostering a work culture that supports creativity, and adopting innovative approaches in work processes.
