Abstract
Peserta didik hambatan pendengaran mengalami keterbatasan dalam memahami konsep abstrak, termasuk pada mata pelajaran Pendidikan Pancasila dan Kewarganegaraan (PPKn) yang memuat nilai-nilai Pancasila. Penelitian ini bertujuan untuk mendeskripsikan strategi pembelajaran PPKn materi Pancasila yang diterapkan guru serta faktor-faktor yang mempengaruhi pembelajaran pada peserta didik hambatan pendengaran kelas VII-B di SLBN 02 Jakarta Selatan. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi, kemudian dianalisis menggunakan model Miles dan Huberman dengan triangulasi teknik untuk menjaga keabsahan data. Hasil penelitian menunjukkan bahwa strategi pembelajaran dikembangkan berdasarkan asesmen awal peserta didik dan diimplementasikan secara adaptif melalui pembelajaran visual, kontekstual, tutor sebaya, serta kegiatan pembiasaan. Pelaksanaan pembelajaran berlangsung fleksibel, berpusat pada peserta didik, dan melibatkan interaksi aktif antara peserta didik. Faktor pendukung pembelajaran meliputi kesiapan guru, dukungan sekolah, penggunaan media visual, serta budaya sekolah yang menanamkan nilai-nilai Pancasila, sedangkan hambatan bersifat situasional dan dapat diatasi dengan pendekatan fleksibel. Kesimpulan penelitian menunjukkan bahwa pembelajaran PPKn materi Pancasila di kelas VII-B SLBN 02 Jakarta Selatan telah terlaksana secara adaptif dan bermakna sesuai dengan kebutuhan peserta didik hambatan pendengaran. ***** Students with hearing impairments experience limitations in understanding abstract concepts, including those found in Civics Education (PPKn), which contains the values of Pancasila. This study aims to describe the learning strategies for Pancasila content implemented by teachers and to identify factors influencing the learning process of hearing-impaired students in class VII-B at SLBN 02 South Jakarta. The study employed a descriptive qualitative approach. Data were collected through observations, interviews, and documentation, and analyzed using the Miles and Huberman model with technique triangulation to ensure data validity. The findings indicate that learning strategies were developed based on initial student assessments and implemented adaptively through visual and contextual learning, peer tutoring, and habituation activities. The learning process was flexible, student-centered, and involved active interaction among students. Supporting factors included teacher readiness, school policy support, the use of visual media, and a school culture that consistently instills Pancasila values, while obstacles were situational and could be addressed through flexible instructional approaches. In conclusion, Civics learning on Pancasila values in class VII-B at SLBN 02 South Jakarta was implemented in an adaptive and meaningful manner, aligned with the needs and characteristics of students with hearing impairments.
