Abstract

Penelitian ini bertujuan untuk mendeskripsikan secara mendalam fenomena kekhawatiran guru terhadap risiko hukum dalam menegakkan aturan disiplin di SMA Negeri 55 Jakarta, serta menganalisis potensi bangunan normatif aturan disiplin berbasis konsensus dalam memfasilitasi pembentukan smart and good citizen. Metode yang digunakan adalah kualitatif dengan pendekatan fenomenologi. Data dikumpulkan melalui observasi, dokumentasi, dan wawancara mendalam dengan informan wakil kepala sekolah bidang kesiswaan, guru, orang tua, dan peserta didik. Analisis data menerapkan perspektif fenomenologis Edmund Husserl untuk menangkap pengalaman informan. Seluruh proses pengolahan, pengodean (coding), dan analisis dibantu perangkat lunak NVivo 12 Pro untuk menjaga objektivitas dan kedalaman interpretasi. Temuan penelitian menunjukkan bahwa ketidakseragaman penegakan tata tertib memicu ketidakjelasan, kecemasan, dan sikap "apatis defensif" guru. Kondisi tersebut diproyeksikan dapat diredam apabila aturan disiplin dirancang sebagai bangunan normatif berbasis konsensus melalui dialog partisipatif, guna memberikan kepastian serta pemahaman bersama mengenai batasan sanksi yang mendidik. Kesimpulan penelitian menunjukkan bahwa bangunan normatif aturan disiplin disepakati agar disusun secara (1) inklusif-adaptif, (2) partisipatif bersama pemangku kepentingan dan pakar, serta (3) berlandaskan nilai dominan sekolah guna menumbuhkan kesadaran internal siswa. Selain itu, (4) konsensus dan MoU difungsikan sebagai sarana perlindungan guru dari risiko kriminalisasi, yang (5) diproyeksikan memfasilitasi pembentukan karakter smart and good citizen. ***** This study aims to describe in depth the phenomenon of teachers' anxiety regarding legal risks in enforcing disciplinary rules at SMAN 55 Jakarta, as well as to analyze the potential of a consensus-based normative framework of disciplinary rules in facilitating the formation of smart and good citizens. A qualitative method with a phenomenological approach was employed. Data were collected through observation, documentation, and in-depth interviews with key informants, including the vice principal for student affairs, teachers, parents, and students. Data analysis applied Edmund Husserl’s phenomenological perspective to capture the lived experiences of the informants. The entire process of data management, coding, and analysis was assisted by NVivo 12 Pro software to maintain objectivity and depth of interpretation. The findings of the study show that the inconsistency of discipline enforcement triggers clarity, anxiety, and a "defensive apathy" attitude of teachers. This condition is projected to be mitigated if disciplinary rules are designed as a consensus-based normative building through participatory dialogue, in order to provide certainty and mutual understanding of the limits of educational sanctions. The conclusion of the study shows that the normative building of disciplinary rules is agreed to be arranged in a (1) inclusive-adaptive manner, (2) participatory with stakeholders and experts, and (3) based on the dominant values of the school to foster students' internal awareness. In addition, (4) consensus and MoU function as a means of protecting teachers from the risk of criminalization, which (5) is projected to facilitate the formation of smart and good citizen characters.
