Abstract

**** This study evaluates participants' Reactions to the Competency-Based Training (CBT) Program, Qualification Scheme 3, at Pusdiklat BAZNAS RI using the Kirkpatrick Level 1 (Reaction) model, as no structured Reaction Evaluation had previously been conducted. Using a quantitative descriptive evaluative approach, data were collected via a five-point Likert questionnaire from all 19 participants (total sampling) and supported by direct observation across ten training aspects. Results show an overall positive Reaction rate of 95.6% (categorized "Strongly Agree") and a negative Reaction rate of only 4.4%. The facilitator and case-study aspects scored a perfect 100%, while the instructor aspect scored lowest (93.3%). These findings confirm the program successfully built strong participant satisfaction, while pointing to areas for operational improvement.
