Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi kebijakan literasi kebahasaan di SMP Negeri 1 Padamara menggunakan model evaluasi CIPP (Context, Input, Process, Product). Penelitian dilatarbelakangi oleh pentingnya penguatan budaya literasi sebagai bagian dari implementasi kebijakan pendidikan nasional, serta perlunya evaluasi untuk mengetahui kesesuaian antara tujuan kebijakan, pelaksanaan program, dan hasil yang dicapai di tingkat satuan pendidikan. Penelitian menggunakan pendekatan kualitatif evaluatif. Data diperoleh melalui wawancara mendalam, observasi, dan studi dokumentasi dengan kepala sekolah, guru, koordinator literasi, pustakawan, dan peserta didik. Analisis data dilakukan melalui reduksi data, pengodean, penyajian data, dan penarikan kesimpulan dengan bantuan perangkat lunak NVivo 12 Pro. Hasil penelitian menunjukkan bahwa implementasi kebijakan literasi kebahasaan di SMP Negeri 1 Padamara telah berjalan dengan baik. Pada aspek context, kebijakan literasi memiliki relevansi yang kuat dengan kebutuhan sekolah serta mendukung pengembangan budaya literasi. Pada aspek input, sekolah didukung oleh sumber daya manusia, sarana dan prasarana, serta kebijakan internal yang memadai untuk menunjang pelaksanaan program literasi. Pada aspek process, program literasi dilaksanakan melalui pembiasaan membaca, integrasi literasi dalam pembelajaran, berbagai kegiatan literasi sekolah, serta monitoring dan evaluasi secara berkala. Pada aspek product, implementasi kebijakan memberikan dampak positif terhadap peningkatan kemampuan literasi peserta didik, tumbuhnya budaya membaca dan menulis, meningkatnya partisipasi dalam kegiatan literasi, serta berbagai prestasi sekolah di bidang literasi. Penelitian ini juga menghasilkan model konseptual LIKRES (Literasi Kebahasaan Berbasis Kreasi dan Ekspresi Siswa) sebagai rekomendasi penguatan implementasi kebijakan literasi kebahasaan di sekolah. Meskipun demikian, penguatan kolaborasi dengan orang tua, optimalisasi pemanfaatan teknologi digital, dan evaluasi program secara berkelanjutan masih diperlukan untuk meningkatkan efektivitas implementasi kebijakan literasi kebahasaan. ***** This study aims to evaluate the implementation of the language literacy policy at SMP Negeri 1 Padamara using the CIPP (Context, Input, Process, Product) evaluation model. The study is motivated by the importance of strengthening literacy culture as part of the implementation of national education policy and the need to evaluate the alignment between policy objectives, program implementation, and educational outcomes at the school level. This research employed a qualitative evaluative approach. Data were collected through in-depth interviews, observations, and document analysis involving the principal, teachers, the literacy coordinator, the librarian, and students. Data were analyzed through data reduction, coding, data display, and conclusion drawing with the assistance of NVivo 12 Pro software. The findings indicate that the implementation of the language literacy policy at SMP Negeri 1 Padamara has generally been successful. From the context perspective, the policy is highly relevant to the school's needs and supports the development of a literacy culture. Regarding input, the school is supported by adequate human resources, facilities, infrastructure, and internal policies that facilitate the implementation of literacy programs. In terms of process, literacy activities are implemented through regular reading habits, literacy integration into classroom instruction, various literacy-based school programs, and continuous monitoring and evaluation. From the product perspective, the policy has positively contributed to improving students' literacy skills, fostering reading and writing habits, increasing participation in literacy activities, and enhancing school achievements in literacy. Furthermore, this study proposes the LIKRES (Student Creativity and Expression-Based Language Literacy) conceptual model as a strategy for strengthening the implementation of language literacy policy in schools. However, stronger collaboration with parents, greater utilization of digital technology, and continuous program evaluation are recommended to improve the sustainability and effectiveness of language literacy policy implementation.
