Abstract

Peningkatan frekuensi dan intensitas bencana di Indonesia, seperti banjir dan gempa bumi, menuntut kesediaan Sumber Daya Manusia (SDM) profesional dengan keahlian khusus dalam mitigasi dan manajemen bencana. Namun, ketersediaan SDM ahli masih terbatas. Penelitian ini berfokus pada analisis proses rekrutmen SDM di Badan Nasional Penanggulangan Bencana (BNPB) Jakarta, sebuah lembaga pemerintah non-kementerian yang mengemban tugas dalam penanggulangan bencana. Tujuan utama penelitian ini adalah menganalisis bagaimana rekrutmen SDM dilakukan di BNPB Jakarta, mengidentifikasi kendala yang muncul selama proses perekrutan, dan mengevaluasi tingkat efektivitasnya. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus sebagai metode penelitian. Pengumpulan data primer dilakukan melalui observasi langsung dan wawancara mendalam dengan empat partisipan dari bagian SDM BNPB Jakarta, yang dipilih secara purposive sampling. Data sekunder untuk melengkapi penelitian ini, diperoleh dari berbagai dokumen dan literatur terkait. Hasil penelitian menunjukkan bahwa proses rekrutmen SDM di BNPB Jakarta mengikuti prosedur nasional yang ditetapkan oleh Kementerian PANRB dan BKN, serta memanfaatkan sistem digital SSCSASN untuk transparansi dan efisiensi. Namun, kendala utama yang dihadapi meliputi durasi rekrutmen yang panjang, informasi pengumuman yang mendadak, serta kendala teknis pada sistem SSCSASN akibat tingginya jumlah pendaftar. Untuk mengatasi kendala ini, BNPB melibatkan SDM berpengalaman, menyediakan informasi aktif melalui media sosial, membuka ruang sanggah, dan melakukan koordinasi intensif dengan BKN. Secara keseluruhan, meskipun masih ada ruang untuk perbaikan, proses rekrutmen SDM di BNPB Jakarta dinilai cukup efektif berkat sistem seleksi nasional yang terstruktur dan transparan. Penelitian ini diharapkan dapat menjadi panduan konstruktif bagi BNPB untuk terus meningkatkan kualitas dan kesiapan SDM dalam menghadapi tantangan bencana di masa depan. ***** The increasing frequency and intensity of disasters in Indonesia, such as floods and earthquakes, demands the availability of professional human resources (HR) with specialized expertise in disaster mitigation and management. However, the availability of skilled human resources remains limited. This study focuses on analyzing the HR recruitment process at the National Disaster Management Agency (BNPB) Jakarta, a non-ministerial government agency tasked with disaster management. The primary objective of this study is to analyze how HR recruitment is conducted at BNPB Jakarta, identify obstacles encountered during the recruitment process, and evaluate its effectiveness. This study employed a qualitative approach with a case study as the research method. Primary data collection was conducted through direct observation and in-depth interviews with four participants from the HR department of BNPB Jakarta, selected using purposive sampling. Secondary data to complement this research was obtained from various documents and related literature. The results indicate that the HR recruitment process at BNPB Jakarta follows national procedures established by the Ministry of Administrative and Bureaucratic Reform (PANRB) and the National Civil Service Agency (BKN), and utilizes the SSCSASN digital system for transparency and efficiency. However, the main obstacles encountered included the lengthy recruitment period, the sudden announcement of information, and technical difficulties with the SSCSASN system due to the high number of applicants. To address these challenges, BNPB engaged experienced human resources, provided active information through social media, opened a forum for objections, and intensively coordinated with the National Civil Service Agency (BKN). Overall, although there is still room for improvement, the human resource recruitment process at BNPB Jakarta is considered quite effective thanks to a structured and transparent national selection system. This research is expected to provide constructive guidance for BNPB to continuously improve the quality and preparedness of its human resources to face future disaster challenges.
