Abstract

Penelitian ini dilakukan dengan tujuan untuk menjelaskan implementasi program JakPreneur dalam pengembangan UMKM terdaftar melalui enam langkah pembinaan serta mengetahui peningkatan keberhasilan usaha melalui impelementasi program yang telah dijalankan. Penelitian ini menggunakan pendekatan kualitatif dengan metode evaluasi model CIPP. Penelitian ini melibatkan delapan pelaku usaha terdaftar program JakPreneur, satu orang yang mewakili pelaksana program JakPreneur dalam hal ini adalah Dinas PPKUKM sebagai informan kunci dan dua pelanggan sebagai informan tambahan. Penelitian ini dilaksanakan pada rentang bulan antara Maret – Mei 2023. Hasil penelitian menunjukkan bahwa : 1)Berdasarkan metode evaluasi program menggunakan model CIPP pemenuhan komponen context, input dan process telah diwujudkan pada implementasi program JakPreneur melalui enam langkah pembinaan. Komponen context diwujudkan dalam pelaksanaan program JakPreneur yang berpedoman pada Peraturan Gubernur Nomor 2 Tahun 2020. Program JakPreneur telah memenuhi kesesuaian tiga elemen utama dalam rangka menyukseskan impelementasi program yang dijalankan seperti yang dikemukakan oleh David C Korten. Kombinasi pemanfaatan sumber daya yang diterapkan pada program JakPreneur menjadi perwujudan pemenuhan komponen input yang mampu menyokong implementasi program mencapai hasil yang maksimal. Pemenuhan komponen process terlihat dalam pelaksanaan enam langkah pembinaan yang dilakukan meliputi pelatihan, pendampingan usaha, perizinan usaha, pemasaran, pelaporan keuangan berbasis aplikasi dan permodalan. 2) Upaya pengembangan UMKM melalui enam langkah pembinaan telah membentuk usaha naik kelas yang mampu meningkatkan keberhasilan usaha yang dijalankan. Ketercapaian peningkatan keberhasilan usaha menjadi komponen product dalam penelitian ini. Dari tiga indikator keberhasilan usaha yang berpedoman pada program JakPreneur. Indikator kepemilkan aset secara merata telah mampu dicapai oleh UMKM binaan. Namun dua indikator lainnya yaitu peningkatan omset dan tenaga kerja masih belum dirasakan sepenuhnya oleh UMKM binaan. Hal ini dipengaruhi oleh kemampuan UMKM binaan dalam proses penerapan kegiatan pembinaan yang telah didapatkan, tertuang dalam Tulus Tambunan. Kesimpulan dari penelitian ini adalah dengan implementasi program JakPreneur melalui enam langkah pembinaan yang bersifat komprehensif terbentuk usaha naik kelas yang mampu meningkatkan keberhasilan usaha yang dijalankan *** This study was conducted with the aim of explaining the implementation of the JakPreneur program in developing registered MSMEs through six coaching steps and knowing the increase in business success through the implementation of the program that has been carried out. This research uses a qualitative approach with the CIPP model evaluation method. This research involved eight JakPreneur program registered businesses, one person representing the JakPreneur program implementer in this case the PPKUKM Office as a key informant and two customers as additional informants. This research was conducted between March - May 2023. The results showed that: 1) Based on the program evaluation method using the CIPP model, the fulfillment of the context, input and process components has been realized in the implementation of the JakPreneur program through six coaching steps. The context component is realized in the implementation of the JakPreneur program which is guided by Governor Regulation Number 2 of 2020. The JakPreneur program has fulfilled the suitability of the three main elements in order to succeed the implementation of the program as proposed by David C Korten. The combination of resource utilization applied to the JakPreneur program is a manifestation of the fulfillment of the input component which is able to support the implementation of the program to achieve maximum results. The fulfillment of the process component is seen in the implementation of six coaching steps carried out including training, business assistance, business licensing, marketing, application-based financial reporting and capital. 2) Efforts to develop MSMEs through six coaching steps have formed an upgraded business that is able to increase the success of the business being run. The achievement of increased business success is the product component in this study. Of the three indicators of business success that are guided by the JakPreneur program. The indicator of asset ownership has been evenly achieved by the assisted MSMEs. However, the other two indicators, namely the increase in turnover and labor, are still not fully felt by the assisted MSMEs. This is influenced by the ability of the fostered MSMEs in the process of implementing the coaching activities that have been obtained, as stated in Tulus Tambunan. The conclusion of this study is that with the implementation of the JakPreneur program through six comprehensive coaching steps, an upgraded business is formed which is able to increase the success of the business being run.
