Abstract

Penelitian ini bertujuan untuk membangun strategi dan kebijakan peningkatan perilaku inovatif sumber daya manusia di sektor publik, serta mengembangan model peningkatan perilaku inovatif dengan menguji pengaruh empowering leadership, motivation, self-efficacy dan work engagement untuk meningkatkan secara langsung dan tidak langsung innovative behaviour. Perilaku inovatif pegawai diperlukan untuk mendukung tujuan strategis organisasi dan peningkatan pelayanan publik kepada pemangku kepentingan kepemudaan dan keolahragaan di Indonesia. Penelitian ini menggunakan pendekatan kuantitatif, dengan sampel 290 responden Pegawai Negeri Sipil (PNS) yang menduduki jabatan fungsional di Kementerian Pemuda dan Olahraga Republik Indonesia yang mengisi kuisioner secara langsung dan online. Teknik Analisis menggunakan Structural Equation Model (SEM) dengan program software AMOS 24. Temuan dari penelitian ini menunjukkan bahwa empowering leadership dan self-efficacy memiliki pengaruh positif dan signifikan terhadap innovative behaviour. Temuan ini menunjukan bahwa pentingnya empowering leadership dan self-efficacy dalam meningkatkan innovative behaviour. Temuan penelitian ini menunjukkan hasil bahwa motivation dan work engagement tidak memiliki pengaruh yang signifikan terhadap innovative behaviour. Implikasi penelitian ini menunjukkan bahwa harus meningkatkan self-efficacy tentang kemampuan menyelesaikan pekerjaan yang sulit karena memiliki pengaruh paling besar terhadap innovative behaviour, disamping itu juga harus fokus memperbaiki dan meningkatkan empowering leadership tentang pimpinan selalu melibatkan pegawai dalam mengambil keputusan karena memiliki nilai indikator terendah. This research aims to build strategies and policies to improve the innovative behavior of human resources in the public sector and develop a model of improving innovative behavior by examining the influence of empowering leadership, motivation, self-efficacy, and work engagement to increase directly and indirectly innovative behavior. Employees' innovative behavior is needed to support the organization's strategic goals and improve public services to youth and sports stakeholders in Indonesia. This study used quantitative approach, with a sample of 290 respondents of Civil Servant (PNS) who hold functional positions in the Ministry of Youth and Sports of the Republic of Indonesia who filled out questionnaires directly and online. Analysis technique using Structural Equation Model (SEM) with AMOS 24 software program. The findings from this research show that empowering leadership and self-efficacy have a positive and significant influence on innovative behavior. These findings show the importance of empowering leadership and self-efficacy in increasing innovative behavior. The findings of this research show that motivation and work engagement do not have a significant influence on innovative behavior. The implications of this research show that you must increase self-efficacy regarding the ability to complete difficult work because it has the greatest influence on innovative behavior, besides that you must also focus on improving and increasing empowering leadership regarding leaders always involving employees in making decisions because it has the lowest indicator value.
